400A (E,F,R): Participants who Completed an Educational Functioning Level Gain
Among all Participants in ESL, ABE and ASE (133A), the number who improved skills by one or more Educational Functioning Levels or by course progression in the selected year.

Date_ID does not always match term_id in file provided. Date_ID is used for ordering purposes for "pre" and "post" testing whereas term_id indicates the prior or selected years.
For the COMIS calculation, restricting advancement to courses coded only on one TOP code for Math and two TOP codes for English to align with SCFF definition of completed transfer level math and English is problematic because there are courses taught on other TOP codes that could be considered as the same discipline area for math/quantitative reasoning or English. However, in the absence of an approved list of TOP codes to include for Math or English beyond the three listed, the metric calculation only includes the three identified TOP codes.
For the COMIS calculation, course completion or passing either the "pre" or "post" CB21 course is not required. If a student has a "post" enrollment that is a higher level in the same discipline area as the "pre" enrollment, then that student is assumed to have attained an EFL gain.
For General Admit Students, the denominator for this metric is students who enrolled in a basic skills course in the selected year.
This metric is only calculated in ESL, ABE, and ASE programs.
CB21 levels decrease from F to E to D and so on until level A.
The metric incorporates MIS data element SA07, which was introduced in Summer 2018. The first position in SA07 is a number from 1 to 6 and increases with EFL. If a student is found meeting either one or both of the above criteria, then the student is included in the metric denominator.
