OR student educational functioning level was a flagged as below transfer level or basic skills by SA07
OR [SA07 IN (1E, 2E, 3E, 4E, 5E, 6E) OR
SA07 IN (1B, 2B, 3B, 4B, 5S, 6S)]
AND at any time up to and including the selected year
WHERE GI03 is any time up to and including the selected year
